Method and interpretation

The first note identifies its source, collection period, units, normalization, exclusions, privacy treatment, analysis date, and limitations. Case references connect its observations to the recorded evidence. Its counts describe that collection; they do not estimate enterprise reliability or market behavior.

Corrections will identify the affected record or claim, explain what changed, and state whether the interpretation changed. A correction is not a new observation. This initial collection does not establish an ongoing monitoring program.
